Current Leadership
The governing body of KAPPP will be an Executive Board consisting of the President, Vice President, Treasurer, Secretary, and four Regional Directors.

Each Officer and Director will be elected initially for a term of one year. Terms of offices are one calendar year and Officers shall not serve on the board for more than four consecutive years.

Lisa Robbins - Immediate Past President



Duties and Responsibilities



To serve as a member of the Executive Board.



Biography



Lisa Robbins is the Principal Public Procurement Training Executive at Sourcewell. Previously, she served as a Senior Purchasing Administrator for Johnson County, Kansas. With 18 years of Procurement experience, Lisa has provided Procurement expertise to local cities, counties, school districts, and other public entities.


She is passionate about her profession and guided by her philosophy:

Nicole Hogan - President



Duties and Responsibilities



To serve as the chief elected leader and facilitator of the Kansas Association for Public Purchasing Professionals (KAPPP), providing executive leadership, ensuring effective governance, and coordinating chapter operations in alignment with the chapter’s mission, Strategic Plan, KAPPP Bylaws, adopted policies, and NIGP standards. 



Biography



Nicole Hogan serves as the Purchasing Coordinator for the Blue Valley School District. Nicole has spent the last decade ensuring the district’s resources are managed with care and precision, a role she stepped into after building a strong foundation in higher education procurement. Her deep-rooted expertise and a decade-long commitment to the Overland Park community reflect her passion for supporting educational excellence through thoughtful stewardship.

Joe Thomas - Vice President



Duties and Responsibilities



To serve as a member of the Executive Board, to act for the President in the President’s absence, to assist the President in performing any of the assigned responsibilities, and to specifically overview plans and programs of the meeting program and meeting facilities.



Biography



Joe Thomas is the Purchasing Director for Sedgwick County, Wichita, Kansas. He has served in this role for the last 12 years and has over 48 years of procurement experience.

Annette West - Treasurer



Duties and Responsibilities


To manage and safeguard the chapter’s financial operations by ensuring accuracy, transparency, and compliance with Bylaws, internal controls, and NIGP requirements. The Treasurer oversees budgeting, financial reporting, banking, and recordkeeping; coordinates membership dues, sponsorships, and program funds; and supports audits and required filings. Serving as the primary financial advisor to the Executive Board, this role provides timely financial insight and guidance to support informed decisions and align resources with the chapter’s strategic priorities.



Biography



Annette West is a Senior Purchasing Administrator with Johnson County, Kansas, where she supports public safety, health, human services, elections, and parks and recreation through strategic procurement and contracting. Her public service career has spanned two decades and includes service with the University of Kansas (KU) and the State University of New York (SUNY), shaping her collaborative and service driven approach.

Kyra Smith - Secretary



Duties and Responsibilities



To serve as a member of the Executive Board, to maintain minutes of all Executive Board activities, and to develop and distribute meeting announcements, training notices, and any other forms of communication with the membership.



Biography



Kyra Smith is a Senior Purchasing Administrator with Johnson County in Olathe, Kansas. She has been in her current roll for 6 years and has a total of 19 years public procurement experience.

Robin Lynes - Professional Development Chair



The duties and responsibilities of the Professional Development chair are to search, report, and develop opportunities for educational events for KAPPP members.

Open Position - Membership Chair



The duties and responsibilities of the Membership chair are to recruit, maintain, and track KAPPP members and to work with the Treasurer to maintain active members.

Open Position - Webmaster / Data Protection Officer

The duties and responsibilities of the Website Administrator Chair / Data Protection Officer are to maintain the KAPPP website, social media accounts, and be the contact for any updates required.

Josh Lauber - Scholarship / Awards Chair



The duties and responsibilities of the Scholarship / Awards Chair are to report available dollars and tracking scholarship recipients for active KAPPP members.
